Pasco City Council Dissolves Downtown Pasco Development Authority: A Commitment to Accountability and Transparency
After years of financial mismanagement and controversy, the Pasco City Council has made a bold move to disband the troubled Downtown Pasco Development Authority (DPDA). This decision reflects a commitment to accountability and transparency, as well as a chance to rebuild public trust in the wake of escalating problems within the nonprofit organization.
Established in 2010 with the goal of revitalizing downtown Pasco, the DPDA has faced numerous challenges, including staff turnover and an embezzlement scandal that shook the community. Despite these setbacks, the organization did play a role in incubating new businesses and supporting popular community events like the Cinco de Mayo festival and the Pasco Farmers Market.
However, a recent state audit report covering 2020-22 revealed serious deficiencies in financial controls and oversight within the DPDA. Hundreds of thousands of dollars in payments and purchases lacked proper documentation, highlighting the urgent need for reform and restructuring.
In response to these findings, the Pasco City Council made the tough decision to dissolve the DPDA, signaling a commitment to upholding public trust and ensuring responsible use of taxpayer dollars. While the council had limited oversight of the organization’s operations, it recognized its role in appointing the board members and shared in the responsibility for the group’s failure.
To address past wrongs and pave the way for a more accountable future, the city has hired a forensic accounting firm to examine the DPDA’s finances. Additionally, Pasco is exploring new opportunities for economic development and community revitalization in downtown Pasco, including initiatives like mobile food vendors, parklets, outdoor dining, and community gathering spaces.
Moving forward, Pasco must remain dedicated to transparency, integrity, and good governance, serving as a champion for downtown Pasco’s vibrant community events and programs. By taking proactive steps to address past issues and embrace new possibilities, the city can rebuild trust and create a brighter future for all residents.
